Costing Fall Economic Statement 2020 Measures

The federal government’s Fall Economic Statement 2020 (FES 2020) was released on November 30, 2020.  It includes numerous new and extended spending measures and programs.

Consistent with the Parliamentary Budget Officer (PBO)’s mandate to provide independent, non-partisan analysis to Parliament, the PBO has prepared cost estimates of selected measures contained in the federal government’s FES 2020.

In preparation for the next federal election, the PBO used the FES 2020 costing exercise as an opportunity to stress test internal business processes and costing capacity. The exercise relied, as much as possible, on the templates and processes described in PBO’s Costing Election Proposals for the 44th Canadian Federal Election guide.

The PBO will continue to work to further enhance its analytical capacity to ensure to be ready to receive requests for cost estimates of election campaign proposals as soon as the next election is called.
